The Police will only fire if they feel threatened or fell that others lives are threatened. If the kid makes any action that suggest he is going to shot someone including himself the Police will shoot.
As far as Shooting to kill that is the only reason police are trained to shoot. The officer himself will however will most likely use his own discretion. The kid could have gotten the gun from his home, a friend or even bought it from a friend off the streets or from a friend at school. It is even possible that it was ditched on the street after using it in a crime.

No. They should seek to disarm peaceably if possible until all options to do so fail. Then use the forceful methods to disarm, and if all else fails, and he wants to be in a shootout, then let em have it.

The S#@t probably took it from his dad's gun cabinet without his old man's knowing about it.

Person should ave been told freeze and put down assault rifle slowly. Any other motion and their heads should be blown off.
