Well technically, I would have to say the highest number was the letter O worn by Al Oliver when he played. He wore an O for his last name. Since things are listed 0-9 and then alphabetically I think O would be the highest.

99, there are quite a few players to wear it, Turk Wendell used to for the late 90's Mets. I saw a minor lealue player wear 101, but I don't think that has been a MLB #,
