It's not difficult, a sure sign is to see if the mail has been read (if it has an open folder or, in Yahoo, if the text is not in bold). Just change your password regularly. You can always send yourself an e-mail from a newly created account with the subject line like... 'Important, your online banking details' or such, and use it as a honytrap to see if someone reads it.

depends on where you suspect the hacking to be taking place. If it is after you pull mail from your server, then change your password and see if you still think you were hacked. As far as reporting it, again if it is happening on your computer you could call your local law enforcement but don't expect most of them to understand or care about computer crime.

Change your password if you even question it.

There are ways to tell at the server level if sufficent logging is on. You would need to get with the server admin and work that out. As to reporting them, if you can prove it call the police.

Many free email providers allow you to view your last log-in Time .You can check that and frequently change your password and secret/password recovery question and alternate email ID .

If you are using a SMTP/POP ISP then just call or email them to get login info times and IPs ..

I would contact your ISP to report it.
