because the company that gives you bandwidth has more than just you on their server..... so they have to limit it so each person gets a certain amount instead of one person getting all of it... and everyone else sharing the 15 mb/sec left over lol

So that one person does not use up the entire bandwidth so everyone else cannot even use the network.
