The nearest "city" to the city of london (the traditional 'square mile' - not the whole conurbation of London which strictly speaking is not a city) is the adjoining "city of Westminster" which also has city status. Nearest outside of the M25 is probably St. Albans.

If you want to live near the beach but also close to a big city then Liverpool is the place to be. There are beautiful beaches along the north west coast such as Crosby and Ainsdale of and also lots of nature reserves. All of which are a stones throw from the city. Liverpool city itself has some of the most amazing art galleries and museums, it's been made european capital of culture for 2008.

Just a few places (mostly towns) withing 90 minutes of London by train : Eastbourne pleasant and clean and at night time not the quiet staid resort people think. Hastings plenty of history, lots of pubs many with live music. Herne Bay and Whitstaable both on the Kent coast near Canterbury. Portsmouth history and the beech also a short ferry ride to the Isle of Wight. Southampton lots of shops and close to the New Forest.

The City of London is the financial area, with St Paul's Cathedral, Westminster is the area around Westminster Cathedral, Houses of Parliament, etc, so they are only a couple of miles apart.
