I keep finding the litter all over the cage, I must be cleaning the cage almost everyday. Also when the litter is clean he throws it all out and I have to go and put it all back in. Why and how do I stop this?

Many of them like to do this. Does he have other toys to throw around? Be sure he has things to chew and throw, like old paper towel cardboard or little balls he can push. He could be bored. He needs at least 3 hours/day of time outside his cage for exercise and more is better.
You can place a wire grid over the litter - you can buy these at a Home Depot and cut them to size and place on top of the litter. You want to be sure that the litter is a newspaper based type like Yesterday's News or Carefresh and top it off with plenty of hay
You can also just line the litter box with newspaper and then top with hay - that stopped ours from throwing the litter all over. They do drag a few strands of hay out, but not as much.

Rabbits are natural diggers, my bunny was notorious for doing that too - only she lives in our kitchen, not a cage!

What seemed to work best for our rabbit was giving her something else to dig in. We ended up filling the lid of a box with paper shredds (the confetti kind) that I get from my office, and cutting out holes in the box for her to go inside it.

Since we set it up she slowly but surely dug out her litter less and less, and just played with the paper more and more. It's finally gotten to the point where seeing litter outside of her box is very rare.

Rabbits like to dig. It's part of their nature. If your rabbit doesn't weigh over 10 pounds as an adult, I would recommend buying a rabbit cage with a wire floor and a pan that fits underneath. It's much easier to keep them clean and it's much easier to clean out.

My rabbits do that to and they make a mess everywhere but i read that they do that because they need room and they dont have enough room they want to run around everywhere. I try to let them out once in a while but then they never want to go in (of course). Well try putting a harness on your rabbit and take him to the park or a grassy area they like that. But to help the mess you can but some time of wiring sheet but dont use card board they just end up chewing on it.
