You must first judge yourself. Only then, after self analysis, can you have the right to compare the behavior of others to your principles. Being a hypocrite doesn't make your judgement wrong, but having poorly developed principles makes your judgement of little worth.

Then you need to consider the circumstances of any violations of your principles the person whom you may be judging commits.

Next, you need to look into reasons given for such violations. As well as the frequency of said violations and given reasons.

Take all of this into account, and you should be able to more comfortably pass judgement on others, but remember that it is probably not your place to pass sentence on them.

I believe, by 'judging' a person you mean 'forming first-hand idea' about him or 'coming to understand him'. Okay, this is essential, especially for females while dealing with the opposite sex to avoid problems later on. Firstly, I believe, females have got better intuition to guess the intentions of a person of the opposite sex. You can see a lot by looking into a persons eyes. You must try to develop and use your instincts to your best advantage. If a find a person stares at you, shows up or calls you repeatedly or keeps lurking around, stands very close to you or touches your body while talking, praises you for nothing, shows his lavishness, tries to offer gifts etc., then you must beware of him. You should be careful not to give him any chances to find you in loneliness and discourage him at the very first opportunity if you find him suspicious or offending. You must never fail to discuss with your family members and friends if you notice or suspect anything undesirable about him. You must always keep in mind that given the opportunity, a male of sixteen or sixty years behaves in the same manner with a female.

You should not believe in what a person says about himself but you should judge him by his actions because most people have a lot of misconceptions about how they are while in reality they may be totally opposite.

Be sporty with him or her and find out what his or her interests rather than imposing one on others. Try finding if he or she really likes you as a friend and collect feedback from others about your friednship. Analyse only the positive aspects in your friendship and try knocking off the negative ones. It just takes a few weeks to know if two of you could make a great pair as friend. Avoid being boastful. All the best.

don't.. u should try to understand a person and not judge. sometimes the way someone behaves is based on past bad experiences and it wont be fair if you judge him on his behaviour or attitude.
