We can't. If you required an ID to vote (the only way to eliminate voter fraud) then you'll be removing the illegal alien's right to vote.

And we all know that illegal aliens have the right to vote, the democrats tell us so.

I think it's plenty easy and there will always be someone who figures out how to beat the system. Plus, fraud doesn't happen nearly as often as the loosing politicians would like us to believe.
