There are a lot of things it could be. The vent for the plumbing may not be working properly, the pressure may be too little, the supply lines of the water may bee too small to reach the upstairs adequately, the drains may not be attached to the house properly... if you are really worried about it you need to get a licensed plumber to check it out.

Replace the ballcock in the upstairs bathroom, when you had the water off the washer distorted. Time for a new one. Buy a Fluidmaster. Easy to install and no metal parts to corrode.

Sounds like you might have a plumbing installation issue.
What year is the home?
Have you or the previous owners completed any remodel projects?

If it is the drain line sthere is nothing you can do. If it is the supply lines you have low presure. It will need to be checked as to why. Generally well water is about 60psi and supplied water will be 120psi. Get that checked.

Check the valve to make sure it's fully open.
