Un-pick the cuff,take off whatever length of the pants,re-stitch the cuffs back on.

Undo the cuff and the undo the hem. Measure booth legs exactly, them hem it and then re-do the cuff.

Take the cuff out and see how much you want to take them uf allowing for the cuff; if you want to put it back in.
