Everyone is going to think large countries like Russia, USA, England as they have won many medals and sent many athletes, but you really have to think of the country with a small population, number of athletes sent and medals won. I tried to look this up and there were too many studies but no real conclusions. I'm thinking for World class I would say Kenya and all those distance runners, Jamaica is good too but I'm going with Kenya
