I was driven to ask this question due to today's head line. I am concerned. No weapon has ever been invented by human kind that has not been used. I am sure a country like North Korea or Iran will not be the first to break this record.

Not for private individuals. But if you are an independent country, like North Korea, you can do whatever you want. It's just that other countries can stop trading with you or freeze your bank accounts in their country, etc....

For a sovereign nation to do it, it is legal, because its lawas are its only real obstacle. International law does not forbid nuclear testing in any way that can be enforced without a war.

As far as an individual in the United States....do you really need a citation to the law that says you can't?

My simplest view is that suppose every country in the world one day or the other desires to test nuclear bomb and does not listen to what others say and goes ahead of their plans. What will be its impact on this earth and the mankind? Colossal! Thefore it may not be legal. It should not be, i pray.

Depends on what treaties a nation has signed.

However, for a country like N. Korea to do it is just plain stupid.
