I don't know why, but some links won't work on Internet Explorer. I just click and click and nothing happens. Can't figure out if there's a "pattern" to what does/doesn't work. Could someone please tell me the simple steps I should take to make sure that everything is enabled/disabled properly? Thank you.

Check the bottom margin of your browser. Does it say blocking pop-up. click there to set you blocking options.
You can also try holding down the shift key when you click this will override the popup blocker.

When you click on a link, it's the same as typing an address in the address bar. If the link has one character mistyped, the link won't work. Also, if the webpage that the link goes to has been removed, it won't work. And, if the computer that holds the web page is off, or corrupt, or being rebooted, the link won't work. Etc ad nauseum.

make sure you're connected to the internet = )

but seriously, you should try going to the website manually, without the link. if that works, get another link of the website and use it instead of the old link. if that doesn't work, contact your nearest ISP provider, or a very geeky friend that's also a computer wiz = )

The only way to get them to work is to right click and open in a new window.
