Where can I learn WEP Cracking without going through useless junk like traffic signals and data packets without explanation of what they are?

The only was is the long patient way. A quicker way might be to hack the admininstrators PC - you can bet the WEP key is the same or very similar to the logon password. Try a social engineering attack - something like a competition to win a bottle of champagne in return for information about password standards. This will give you a good starting point.
