Do sanctions influence the leaders of other countries who can
eat caviar, drink champagne, and make witty remarks? While
the masses starve and get angry? And are all too willing to pick
up a gun and fight for a radical leader?
We need to do everything in our power to UPLIFT the
economic levels of other countires. To boost the World Economy by opening up markets. And allow the people of other countries to achieve a level of material comfort.
Then, when a radical leader tells them to pick up a gun and fight!
They will tell him to take a hike!

Sanctions have long been the method of choice for negotiations instead of open hostilities. You learn this in kindergarten. If there is a kid in the playground who does not play well with all the others, the others simply exclude him from the group.
Does it work? Yes. Keeping him away will allow the ROP (rest of playground) to have some semblance of normal enjoyment of life and order.
In a non kindergarten real life situation, the situation is complex. Governments had learned to use friendships and alliances. The end hope is still the same, that that country being sanctioned will play by the rules of the playground.

No, they dont work. Did your parents not giving you desert work for you? No, you just did the same stuff and were more careful about being caught.
