There are many places where a cheapskate can get handouts. Of course, they are not really free. Working people donate money to charities or through their taxes to health education campaigns so you can get your jollies for free.
Try your local family planning clinic.

Go down to your local family planning clinic....they give them out there, and they are free....so you dont have to put your hand in your pocket....
