Not really. Not everything you send needs a custom decleration.

That would rather depend on what was on the DVD?

And you don't need a customs declaration for EVERYTHING you send abroad. I send stuff off that people buy on e-bay al the time and never had to declare anything to customs?

You need to put a customs declaration on any package you send abroad.
