If you are referring to the ones that have no markings on them, it is rumored that they are U.N but I have never heard anything concrete on that. They are definitely targets for conversation on talk radio such as Coast to Coast and some radical Christian shows.
Of coarse they could be from anything from the U.N. to the Fed. Gov't. Until such a time when their source can be verified.... be afraid.... be very afraid........ lol.

Around here I see BIG black helicopters. They come from Fort Campbell, and they want to fly right over my house too.

they come from a floating Mobil base that is clocked and rarely gets close enough to a major city to be seen even without the clock. this is the headquarters of a secret government agency that covers up aliens and other superhuman activities. they used to be based at aria 51 but it started getting to much attention so they moved and started intentionally drawing attention to it to draw attention away from there real base. this agency also regulates and covers up the existence of mutants.
