many people are bad with names but can remember faces. So they are refering to the face they can picture but not his name.

Well, a couple people already gave the answer I was going to give. They're picturing their face in their head so they can possibly remember the name. It's like when I can't think of someones name I'll go through the alphabet real slow, and sure enough when I come to the first letter of their name it'll come to me. Works everytime.

Well, it is a common expression for starters. However, I suspect that at the root of the expression is that people remember other people's names by recognizing the features of their faces. Thus, the comment "what's-his'face" probably relates to non-recognition of the person's face. Think about a person you know and you will note that you imagine their face. We associate face with name--this is most strong when we are actually looking at somebody and trying to recognize them, less so when we think of them in the abstract, but many of us still see a face when we think of a person we know. So you are getting at one of the quirks of human memory...in part its pictographic.

properly you have asked how possible hit upon a movie... So why not let us know what it was like? term, dress, ecosystem, what the actors regarded like and, oh ya, the plot. maybe somebody might have the means to allow you understand what it is. probably... I mean it is purely a place to ask questions which you in simple terms seem to haven't any means of examining an answer for your self.

because the person wants to know. Whats his name? or whats his face? Face, being modern slang for being name in that context.

people are just accustomed to doing it. i guess they say face because they remember what they look like, but not his name. so they identify them by what they look like and not what they're actually named.
