It isn't "racist" but it IS bigotry. Welfare and illiterate high-schoolers is not just a problem of certain communities of color. It is a problem for everyone who pays taxes. It costs more than $25,000 to keep someone is prison for a year, and many public school teachers make not much more than this. We, as a country, should be putting our best efforts to educate and train our children so that prisons and welfare will fade away some day and a hundred years from now, this WILL make us wonder what all the hoopla was about.

Not necessarily. Welfare and illiteracy know no racial boundaries. People in any race can be plagued by either of those conditions.
