Of course in an ideal world people would be informed and contribute their opinions via their right to vote.
However, I think we can look at what passes for TV entertainment now and see at just what level the American public functions. Politicians know that people will make uninformed decisions, so they are just trying to provide them with the right lack of information to get a vote.

You are so close to the truth, let me help you with that extra step.
Their don't want to talk about the real issues, because both parties are one and the same. It is a myth about the Right vs the Left, it is the same group of people doing the same things.
Election campaigns are nothing more than two management styles fighting for control, neither side will change the system for the better of the people, unless those people are the top 1%.
To answer your question, NO it is not meant to convince you of anything, it is like selling a product on TV, all their want is for you to remember their name in the voting booth.

I am in Michigan and the race for governor is ugly, we have a rich dude against the incumbent and he runs more ads that is all about his opposite and nothing but a little trailer at the end saying he bought the ad. I hate it to and wouldn't vote for either of them if I had a choice, but will vote for the present governor because I don't think a rich dude should be able to buy the job.

Of course,it would be much better if the Pols told us what they would do in those spots! However,do you know ANY truly honest Pols? I do not!
The ads are meant to influence you away from the "evil" other candidate, and toward the speaker. Note the increase in air play as the elections get closer.
My best advice, VOTE! One who does not, should not complain, one who does can affect CHANGE!

They DO make a big difference.
Just think of the thousands of people who, at this minute, do not know the name of the Vice President of the US.
THEY are the kind of people these ads target. The uninformed and the under-informed.
Those of us with brains do our own research.

You would be surprised how much effect they have on voters decisions. Those and the debates.

Unfortunately, it takes more than a commerical to become properly acquainted with an issue.
