What is foreign aid? This term can be spun any way you want!
1) In absolute terms, inflation makes each President more likely to spend more on foreign aid than his predecessor.
2) In relative terms to the overall economy, the answer might be different.
3) Compared to other nations, the answer might be different again.
4) Does spending on the military to benefit Iraq count as aid?
