your dhcp server should be on before you boot the attached pc's

It should be on all the time if there are network requests all the time. Basically it needs to be running if any computer on your network is running as dhcp operates by a process of leasing ip addresses therefore a request for an updates ip address from a network computer whilst the dhcp server is down will bring that computer offline.

You should have your dhcp server up and running all the time. If it is not, then you will not be able to assign ip addresses and others will not be given an ip address to network or access the internet. Setup your network to auto-start the dhcp server.

Yes, provided that DHCP server is already on prior to you connecting your other PC.
