A lot of the time it can be to try to draw your attention to their mouth - it seems it worked! It can also be nerves, or just absent minded, and sometimes it's because their worried about their makeup, ie lipstick on their teeth, etc.

May be they have piercing or they have dry lip or it is just a bad habit lol
