You know I walk to work in the morning....and whether it's really cold or not, my nose runs for a good half hour or so after I get to work. It's just the way the cold air effects some people. If that's the only time you get a scratchy throat then you're probably just sensitve to the cold air....I wouldn't think there'd be much you could do about that except maybe take a cough drop after coming in....Maybe you should wear a scarf as well...
Have a nice day ! ! !

First try calling your vet and ask advise. Then I would get a second opinion! Something is still not right and I know you don't want to loose you puppy. I feel like she may also be dehydrated. Try giving her some Pedialite (the one for kids). Ice cubes are always a good treat. The cold will make her throat feel better and help with the dehydration. Then try lukewarm sodium-free broth. If she takes to this try giving her wet food mixed with a little broth.

Just suck on a cough drop. I live in florida so that happens to me too because we'll have really hot weather then the next day the temp can drop then the day after, it will be hot as hell again. So that's all it is. It's the cold weather coming out of no where. I just get those cough drops that don't taste like crap like the halls vitamin c kind. they're not meant for a sore throat I don't think but they stop the cold weather coughing.

It is because of weather. Yep, cold weather could make your throat dry and it will cause a bit itchy and not good condition.
To cure it, you should drink lots of plain water and chew some sweets to wet your throat.

It stopped when you got home because, you're in indoor. So it doesn't matter.
