three possibilities.
1) the colour outputs from the PS are faulty
2) the lead is faulty
3) the colour input to the display is faulty.
you should double check - not just put the lead into a new unit and see that it is OK, but also put a different lead into the old unit and see if it still has a problem... this is to eliminate intermittent faults (loose wire in the scart lead, for example)
Best scenario is if you can use 2 lead, 2 PS's and 2 monitors to eliminate each piece of kit.

the lead connection may be bad
get the arial sockets on the rear replaced or simply clean them out and see if there is a problem with them,
as what you are suggesting comes from a minimal connection between the TV and playstation and if tis not the lead it must be the lead socket in the back of the PS

I had this and it was a bad lead connection, did'nt need to change the leads just made sure they were home properly.

i had this problem it was a faulty scart lead. In its place I bought a new lead with the three coloured plugs and pluged into the scart adaptor no problems since.

Have you tried the other ps on the same display?
Otherwise I think you may have a problem.
