Yes, many areas have options where you can take college courses- usually from area community colleges, while you are still in high-school. These programs are sometimes called "dual credit" programs. If you are in high-school now, ask your guidance counselor about options. Check your local community college websites and they might have information as well.

no, I started taking College courses in 10th grade at the community college. You can if your currently in school with a letter from the Principle.

Many Junior Colleges have dual enrolment programs with local high schools which allow this. many also offer GED prep courses.

Yes. In my country education is free and as long as you aply your self and the tutor sees your efforts and will. There spoon feed you so much that at exams you don't even fell the strain. Just go back to school. I did it's a wonderful experience.
