I would have to pick two
FDR and Truman
Both worked at restoring the true constitutional basis for our country in that every man should have equal rights with every other in the nation!
Most of the rest worked to secure extra rights for the wealthy

FDR is out of the running as he IGNORED the constitution and interned tens of thousands of Japanese-American citizens simply because they had slanty eyes. He took away their livelihoods and ALL their property. His feel good new deal programs did nothing for anyone, as the military buildup to WW2 was what really pulled the USA out of the great depression.
Best president? I'm a fan of Reagan. Like him or not, he ACTED like a president, something I haven't seen since in ANYONE.

Franklin D. Roosevelt. He worked very hard trying to get the country out of the Depression without going to war. New Deal, etc. He actually cared about the people of the US, unlike somebody I could mension.

FDR- He was able to manage foreign affairs (WWII) and domestic affairs (New Deal). Most presidents try to only concentrate on one or the other and end up doing both poorly.
