If you cannot make an anonymous report, the RSPCA should be able to keep your identity private. All they need is reason to visit the facility - they don't need to divulge info about who made the report. If it makes you feel better, talk to them about this before providing the information. If these are primates, then it is my understanding that they are being illegally kept - I'm not from the UK but I know their animal cruelty laws are generally stricter than those in North America. I can't believe you can't call anonymously to the police, game and fish or some kind of rescue department. My brother in law is a full blown Ly.....Englishman lol and maybe I can get some insight from him. actually, he and my sister was just over there about 5 or 6 weeks ago. Too bad this didn't come up sooner. They are huge animal lovers and they own a parrot and cockatoos? pet shop (the big ones that don't like me!) anyway If this is what you think it is... Something NEEDS to be done and if all else fails go back to the first part of this answer.

Call them and complain of monkey sounds, they should investigate the noises and find out what is going on. I don't think they would give out your info to the at fault party for a noise complaint. You may have to call it in a few times. or you could just call 911 (or whatever no. you have in the UK) and report that you hear screaming, don't say it sounds like monkeys.

It should not require that you leave your name and address to report them. I am of the belief that someone who requires an answer from you when it is unjustified does not necessarily deserve the truth. So make up a name and address (a friend of mine often used an address which turned out to be in the middle of a bridge, so it was not getting anyone else in trouble), and call the hot-line.

I've called the RSPCA before, they dont' ask details or share them with whoever you're asking them to check on as I remember and they even call to tell you what they found.
