Specifically, I want to create an atomizer to dispense a fine bleach / water mix. I'm trying to bleach stenciled designs into clothing, so it has to be a fine particulate mist (like spray paint) with a low pressure method of dispersal. I was thinking of using an airbrush set, but I'm not sure how well that would work.

Any ideas?

Check your local antique store or flea markets for old perfume atomizers or check with your local garden center for a plant mister. The perfume misters have a pump ball on them so you can determine the pressure yourself. They work great for short bursts & are easier to control. The plant misters usually have an adjustable spray head & will hold more liquid.
