Sorry if this is under the wrong board, but um...
My mum tells me that the state owns a certain amount of everyone's property... If so, how much is it, or does it vary by state? I live in Louisiana, btw... And can anyone go on that foot or two (or whatever amount) of property and the owner can't tell them anything. Is it legal?

Depending on what your land deed specifies, the state and fed own right of way on certain areas of your property. That is for water and mineral rights (you don't always get to keep the oil well or the gold mine) and also for utilities and roads (known as infastructure). You pay taxes on that land and give up that part unless you buy those rights which can be expensive. They can do whatever they want with right of way. I saw the state put a guardrail next to someone's porch and try to run power lines over the top of their house. The man owned the water and mineral rights to the property so they could not move him by imminent domain (which is govt eviction from your property) so they wanted to make it so they could condemn his house to move him.

Leogirl is on the right track. The state or county have control over your property where sidewalks and roads are concerned. If you're really interested, get a copy of your abstract. It will tell you how much of an easement they have. Also, owning the property means only the property.

The state owns ALL your property.

Sure, they PRETEND you own it for a while. But think about it:

If YOU owned your property, could the state take it away from you (using eminent domain) any time they wanted?

If YOU owned your property, could the state take it away from you if you stopped paying them off (property taxes) - payments which simply never end as long as you own the property.

No, the reality of the situation is that all land is RENTED from the state, and they just CALL it ownership. What else would you call it if I gave you something and could take it back whenever I wanted, or if you stopped giving me money for it? Anyone who thinks otherwise is kidding themselves.

It is called an easement. This part of your property is used for utilities such cable,phone,water,& electric. A person cannot block anyone from access to this easement. You are responsible for the maintance, taxes and insurance of this land.

you mean the property that borders roadways? the part on which they usually build sidewalks and what not? I think that varies by the area you live in, most likely by township or county.
