Ask her why she doesn't want you to rub her feet.
If the answer is that she's ticklish, leave her feet alone and rub her shoulders instead.
If the answer is because she thinks she has ugly feet, buy her a pedicure and then maybe she'll feel like her feet are pretty enough to be touched by you.

first of all ask, there's nothing worse if she doe'snt like her feet being touched get your oil ready and go for it...
