Drill 3 Holes at the bottom and 2 on either side of your bin. Make the holes about a dime size. That will take care of the water problem.
Don't go out and pay good money for something you can do in a few minutes.

Just put the lid on or place under cover.
Failing that, half a dozen holes about a 5p piece in size will do the trick but review them regularly, in case they fill up with cr*p.
Also, make sure the water can escape from under the bin by placing some holes in the base or placing on a few broken slabs or bricks.

Drill holes in the bottom like you would a plant pot, then all the water will filter out leaving you a clean bin.

I am not trying to be rude. I assume "bins" are trash containers and don't yours have lids like ours do? They keep out foxes(previous question) AND rain! If not, the drilling of the holes suggested by someone else is a good idea. Good luck!

Drill a couple of small holes in the bottom, not too big to let the water out.

Keep the ones you have. Drill holes in the bottom of the containers and place them at a slight incline so you can provide drainage for them. I hope this helps.
