You should let HR know. You can do so anonymously. There are two factors here, one being illegal activity and the other being that it is making you uncomfortable at work. I assume that is the case because you are asking the question and obviously concerned. It can be considered not a big deal to everyone depending on the drug but the important thing is how you feel about it. Consider that. Similar to an inappropriate conversation at work, even if you are not involved, if you don't feel comfortable as a result of the conversation you have the right and duty to go to HR.

If you observe an illegal act, I would call the police and file a police report. If you get fired or reprimanded in any way for calling the police, then you should retain an employment lawyer who I am sure will be able to provide you with adequate guidance as to next steps.

Whats the drug, and is it causing detrimental affects to the people and the work environment. Dope i would say is ok, maybe just leave a little note... Coke, crack, speed, E, K or H then tell human resources or call the police.

Submit an anonymous letter about your knowledge/observations of an illegal activity going on within your company. Your name will not be on the letter so no one can blame you for anything.

Well, if you are in an industrial setting and those folks are running some dangerous equipment, that is one thing. Otherwise, who knows. Obviously it is bothering you and for good reason. Drugs in the workplace are wrong!
