I wanna go 2 www.xuqa.com but when I type its address in address bar,this URL opens---> http://85.15.0.5/
what's the problem?

I was able to access to it and the link was http://xuqa.com/login.php?dest=%2Findex.php&query_str=
try it it might work with you
if not it might be your proxy setting

two reaseons: 1. it can be blocked by ur system, u can unblock this from ur machine go on properties of ur IE and allow the site. Another reson is it can be blocked from the server.

it can be your browser.
It works for me on internet explorer 7, you can download from, http://www.microsoft.com/windows/ie/downloads/default.mspx
or you can try netscape, or mozilla
