My suggestions are:
1) Speak in english whenever possible: the best way to speak fluent english is to talk in English at every given opportunity ie try to use english to the maximum extent possible when in conversation with ur friends, colleauges etc.
2) watch english programmes on BBC, Discovery and our very own news channels like NDTV, Headlines Today etc
3) Make it a habit of reading english magazines, not only will it help ur english but will also improve ur general knowledge!!

1.Listen to YOURSELF too when you are speaking, not just the other person.
2. Be a mimic, mimic what English speakers say.
3. Watch movies in English, play back important phrases and repeat them.
4. When you are reading, ALWAYS read aloud. Ignore strange looks in public.

by educating yourself about the language first. Try to read Enid Blyton Novels, and graduate as you go higher, shift on to Biggles, Erle Stanly Gardner, James Hadley Chase, etc. devote every day atleast 2 hours only to reading. Accompanied by watching quality channels, and keeping a dictionery by you to rerer some words, and try to work up a girl friend or boy friend who will help you with Diction. And within 2 years you will have done your Masters.

I think you should use the dictionary to translate yourself from your language into english. Read the newspaper and as you reading the paper highlight the words that you having difficulities with and look up in dictionary, try to talk with your friend and family in english. I think you should challenge yourself to learn english by writing sentences in your language then translate into english by using WEBSTER Dictionary and carry pocket dictionary with all the time with you.

You may want to check out your local high school. Many school districts offer night school classes for a nominal fee. There are also several websites, but I don't know how well they work.
