its like those signs Bridge Freezes Before Road. the ground retains heat at night, but your car, being metal is a great conductor of hot and cold. so when condesation forms, often the ground only has dew, and your car will be whatever the air temperature is.

It's because of evaporation, which takes heat-energy away.
This is the principle of a fridge, where liquid turns into gas and back again.
Thus, as moving air evaporates the water droplets, what remains is cooled, and then becomes ice.
