You have to kill Qiaga the Keeper (cords:49,68) in the Hinterlands to get the Sacred Mallet. You then have to use it at the Jintha'Alor Altar to create the Mallet of Zul'Farrak. The altar is at the middle arch icon on the map, just below the "NTH" in Jintha'alor.

In the hinterlands, there is mallet that drops off of a named 50 elite ontop of a troll temple. after that drops you have to make your way to the top of the walled - elite - troll city and have it blessed at an altar. its the same place you go to get the key for saving silverbeak.
