Find a long hill, maybe with the guy in the go-kart post.

When you come to a curve in the road, turn the steering wheel so you make it to the bottom of the hill.

Do it again, except this time, don't use the sterring wheel.

What you accomplished in the first attempt was steering.

Steering is a choice of direction... you attempt to steer your young ones in the right direction... you attempt to steer down the
right path. In a mechanical application it is applied to your steer
tires and these are connected through a series of linkages and
tie rods to your steering rack or steering box which is connected
to your steering shaft which is connected to your steering wheel which is connected to you hands....

http://auto.howstuffworks.com/steering.htm There are pictures... There are different types of mechanisms, rack and pinion is pretty simple, I don't know about all this high tech stuff around.
