Babies learn how to see after birth - some of it is hardwired but much is learnt. It's possible to rewire your own brain to see upside down by wearing glasses that invert the world. After about a week the world will appear normal. When you take the glasses off the world will be upside down! Seeing is just a function of the brain that can be rewired.

No, they don't see upside down. They just see a little blurry for a few weeks, like a near-sighted person.
