I believe the spots are tar from the road, but I don't know for sure. The spots are raised and if I scrape one off with my fingernail there's a little brown spot left behind. I have to rub the left over brown spot really hard for a long time to get it to fully go away. At this rate, it'll take me hours to get them all off. Any suggestions?

The little black spots are, in fact, road tar. These can be removed with a good "Bug and Tar" Remover. These are available at Wal-Mart, as well as your local dollar store...auto parts store and so on. Wash the car first...someplace that is not in the sun or in direct sunlight, then apply the bug and tar remover. ( I prefer the spray as it gives you an even coverage over a larger area...)let it sit and do its thing for about 15 minutes...you'll know it's working when you see all the little brown streaks in the compoundas it works. Wipe the compound off and buff the area clean with a soft, dry cloth. I re-wash the car and then apply a good wax to help retard the road tar from sticking to the paint. Hope this helps!

May try a chisel and hammer. This works good also with ice on cars.
