My first answer would be - be a gentleman and go get the car yourself so that neither would have to walk in the rain.
If that's not an option, out of respect for your elders, you should give the jacket to your mother (assuming that your wife has no underlying medical issue that supercedes age).

Tell you're mother and your wife to wait at the restaurant while you go get the car and pick them up straight from there. Then neither of them get wet and as you have the jacket, you hopefully won't get too soaked!
Gives you the opportunity to be ultimately chivalrous, having neither your mother not your wife feeling slighted by you and also allows you that brief moment of smugness of 'I'm the sensible one who remembered a coat! HaHaHa!'

I'd give my mother the jacket. I would the leave the ladies at the restaurant and go get the car and come back and pick them up so their exposure to the weather was minimal.

1) Keep it for yourself, tell them to stay and bring the car there.
2) Give it to the mother, you owe her much more. If the wifey starts drama, put her on the spot by asking her if she had the jacket and it was her mother or the husband. Problem solved.

Neither. If the restaurant is any good they will lend you an umbrella. You can then go get the car, return the umbrella, and take the ladies home nice and dry.
The other alternative is to wait till it stops raining - have another coffee or liqueur.

Your mother. She is older and has taken care of you longer than your wife. You and your wife are less apt to get ill and you can tolerate the cold weather better.

Neither. They stay under the eaves while I go to the car and drive it up.
My mother gets in the front seat and the wife gets in back (owing to the age of my mother and her arthritis.)
I open both passenger side doors and have them scuttle in

You'd have to give it to you're mother I think. She is going to be older so more susceptible to the cold. If it were my husband and his mother I would expect the coat to be given to his mother.
