I know i cannot download movies and music as such. However since i pay a TV license fee is it against the law for me to download TV shows of the internet??

Yes, you would have to pay a fee to the copyright holder for it to be legal to download TV shows. Think about it: You watch movies on your TV that are broadcast. You can't load these in your computer and sell them, simply because you pay a license fee. TV shows are protected in exactly the same way as movies.
