Knowing the language is the first step. You really need to know German if you want to attend school there. You might want to look into getting a student visa too. If these options don't work out for you try studying online.

Know the school you want to go to and call them. Ask them to send you information on how to enroll or see if you can find a website like this one: http://www.magazine-deutschland.de/issue/Gruende_1-05_ENG_E1.php that might properly direct you in the right path. Good luck.

Depends which profession you wnat to study.
In Germany it is free of charge, however, they require you to learn (and sometime pass examination) German language.
However, as far as I know Finland is also great educational country, I repeat, it depends which profession you wnat to study.

Don't.

Germany has been (and still is) saving money by shortening the education.
There aren't enough university places, univsersities are crowded and the standards are very low.
In a few years germany will only play a minor role in reserarch.

it is better not to study there as finland is better off as an educator
if you still want to, learn german first.
then find a good university and join!
