What goes through a mans head when a partner says 'I LOVE YOU" for the first time ?
Is there ever a right time to say it ?

I'm sorry hun, but that's a relative question. That depends on who the person is, how you feel about them, what you know and don't know about them. I hope I didn't disappoint you with my answer. Contrary to popular belief, all men are not alike. lol you'll find the older and more mature(which is the most important one) they get, the more they want a relationship where being told they are loved, the more delighted they are.

Depends on what's happened till then. If your partner and you have been clicking, and things keep feeling better and better, then I know I feel wonderful, validated. If the lead-in isn't that good, though, then I might wonder what her motive is. And I don't think there's a right time to say it. I wouldnt say it while he's checking the oil in his car, but if we're doing something enjoyable at the time (even just walking, or chatting) then its probably the right time.

There's not necessarily a right time to say it.but saying it too often ,after a while it loses it's savour (I love u at breakfast ,i love you @ lunch ,dinner .after sex,when leaving for work ,to hang out with the guys or girls etc,tec,)u know what i mean after a while it becomes protocol and if a day passes and u don't say it he / she might think u don't love them anymore.so u could say it now and then but not too often.

Funny thing, I know some women as terrified by those words as you seem to think men are. I expect its all up to the individuals involved.
