Windows Firewall is decent enough to get the job done in most situations, especially with additional anti-virus software installed. There are other, more powerful, options available, but I've never personally felt an overwhelming need for anything else.

Windows firewall is okay, but is definitely not the best firewall out there. It also is very obnoxious, because it pops up numerous times for the same program. I am currently using system suite, with net defense firewall....i like it much better.

Windows firewall is CRAP.
The main problem with windows firewall is that it only prevents incoming hazards. Not outgoing. I guess u are wondering why there are outgoing threats. There is. See Trojans inside your computer contact outside server to infect your pc with more of those stuffs. Keyloggers may send keystrokes from your computer to outside world, so does spywares and adwares send/spy your information from your computer to outside. So, Outbound protection is as valuable as inbound protection. Windows Firewall provides only inbound protection, where as good firewalls like Zonealarm, Sygate etc provides outbound protection as well
I use ZoneAlarm by zonelabs. It has a downloadable free version as well and it's free version is much better than many paid firewalls - http://www.download.com/ZoneAlarm/3000-10435_4-10039884.html?tag=hed

It is ok with limited security. It will not prevent you from catching a virus or worm.Get Norton Antivirus or Speak to your ISP for a personal firewall to be setup on your line.
I would recommend an personal firewall.

There's a company called Gibson Research. They have a free scan called ShieldsUP that can check your system and let you know how vulnerable you are on the internet. If your firewall passes the scan, you're OK. If it doesn't, you can certainly consider upgrading it.

I disabled my XP home Windows firewall, as I prefer the free Zonelab: http://www.zonelabs.com/store/content/company/products/znalm/freeDownload.jsp?dc=12bms&ctry=GB&lang=en
