Sugar is a hygroscopic material. It will form lumps because of the wetness of the spoons used to stir coffee. Secondly, such spoons will impart a stain to sugar thereby spoiling its aesthetic appearance.
I would advise you to keep a permanent spoon in the sugar bowl only to dispense sugar. Let everyone use a separate spoon for stirring their coffee.

Yes, because the wet spoon make the sugar clump up. This selfish action ruins the whole jar of sugar for everyone.
It is just as bad as "double dipping".

Ew, yes. Then the spoon would be wet and all the sugar would stick to it, and the coffee taste would seep through the sugar. Icky.

it is not wrong, but it makes the sugar melt. just use two spoons, leave one in the sugar bowl for everyone to use.
