I think so, as the dog is kind of like the designated driver. Altho, the drunk should make sure the dog doesn't sneak in a few beers! Some of them are kinda sneaky like that! We used to have a dog that knocked beer off of tables outside, just so he could drink it!

It's the other way round guide dogs need blind drunks or they would be out of work claiming benefits.

Only female blind drunks need guide dogs. The Male ones need scout dogs.
They also need a chariot with in-built canine sat-nav.
