It depends on what you want the network to do. That's a lot like asking "what's the best truck in the world?". Depends on if your mowing yards across town, or hauling steel across the country. A good network is always designed around how it's used. You don't design the use around the network.
Generally, in terms of broad technical support, stability and common usage, a Windows 2003-based network, using fast ethernet, is the best bet.
As far as the best-designed, sweetest network I've ever seen, there are two; both designed and installed by a guy named Matt Seger. One runs the city of Sallisaw, OK (including internet access and telephone for the city and its residents); the other runs his home network.

If you planning to install a network it would depend on your location and area.Usually the best structure is the STAR connection.

The former UUNet network is the best. Its now under the control of Verizon.
