In all honesty just aproach them and start talking to them, most people think "oh no they'll think i'm a freak if just spark up convosation with some random" but look at it from your point of view if someone you didn't know came up to you and just started a friendly convosation i doubt you'd be bothered, just give it a go, whats the worst that can happen? they might tell you to go away, its not like it would be the end of the world, wouldn't you rather regret something you did do instead of something you didn't do?

Although interesting, find something this person likes to talk about or do, talk about the weather, find something of mutual interest. You could compliment this persons clothing, hair style etc, say something nice and see the type of reaction you get, & your well off for something somewhat promising, at least. Good Luck!
